As I said in my previous post about Taiwan, I went to Hualian to visit Taroko National Park. We rented a car for the day, it was pretty cheap and the town is full of car rental shops. I don't remember the sign but people were really helpful and you can pretty much ask everywhere for help. There are buses going to the park but I definitely recommend the car! You can travel at the speed you want and stop anywhere you want. I went there on a rainy day so it was foggy but I really think it added to the charm. Entrance to the park is free.
